Is crypto betting legal in Vietnam?

Crypto betting in Vietnam exists in a legal gray area, though recent regulatory changes suggest a move towards a more defined legal framework. While the Vietnamese government has historically maintained a strict stance against gambling, the introduction of Resolution No. 05/2025/NQ-CP marks a significant shift.

This resolution, effective from September 2025, establishes a five-year pilot program for the licensing of cryptocurrency exchanges. This follows the Law on Digital Technology Industry of June 2025, which recognized digital assets as a form of property. However, this new regulatory framework focuses on the trading of cryptocurrencies and does not explicitly legalize crypto betting.

Therefore, while the use of cryptocurrencies is becoming more regulated, using them for gambling purposes likely still falls under the general prohibitions of the Law on Gambling. Individuals participating in unlicensed online gambling, including crypto betting, can face fines and other penalties.
